के अपर महाप्रबंधक अनुरक्षण श्री
आलोक ने कहा है कि हमने हर
संयुक्त प्रयास और संयुक्त
दायित्व से हर समस्या का समाधान
निकाला है। हमने नए कीर्तिमान
स्थापित किये हैं। भविष्य में भी
हम इसी तरह सफलताएं अर्जित करेंगे।
श्री आलोक एनटीपीसी परिसर में
आयोजित दो दिवसीय प्रबंधन भागीदारी
और कर्मचारी विकास विषय दो दिवसीय
कार्यशाला में मुख्य अतिथि पद से
विचार व्यक्त कर रहे थे।
कार्यशाला में मानव संसाधन विकास
नई दिल्ली के विनय कुमार ने भी
विचार व्यक्त किये। उन्होने कहा
कि अनवरत प्रयास,सकारात्मक सोच,सदी
दिशा निर्देशन व प्रबंधन, कर्मचारी
की निजी सूझ बूझ से असंभव कार्य
भी आसानी से संभव हो जाते हैं।
कार्यशाला में सभी श्रमिक संगठनों,
कर्चचारियों तथा प्रबंधन से जुड़े
लोगों ने हिस्सा लिया। कार्यशाला
का संचालन वरिष्ठ अभियंता
प्रशिक्षण एवं विकास रविन्द्र
सिंह द्वारा किया गया। कार्यशाला
के अंत में उप महाप्रबंधक मानव
संसाधन एवं विकास एन.एन.सिंहा ने
आभार व्यक्त किया।

IIA Anil Gupta, in the first meeting of HRD
Working Group of Planning Commission of India
held on 19th May 2011 at Yojana Bhawan,N.
Delhi, shared his proposed target for net
growth of MSME units during 12th Five year
plan such that the sector will generate 3
Million jobs per year and during the entire
12th Five year plan the sector will generate
1.5 crore jobs.
In the above perspective,
Sh Gupta elaborated on some of the key issues
pertaining to Human Resources Development and
Labour flexibility like Availability of
Manpower and their Skill Development,
Employment Practices & Laws,Labour
Flexibility,Productive and co-operative
partnership between workers and the
Management. He said that despite a large
network of training institutions/schemes,
there is still a dearth of competent and
employable manpower for the MSME sector which
is mainly due to lack of checks on
infrastructure quality, trainer competency and
compatibility of the curriculums with industry
requirements.Moreover, implementation of
apprenticeship training system is cumbersome
involving un-necessary regulations while
Institute-Industry interaction is negligible.
Therefore, the main challenge during 12th
Five year plan and beyond will be to make
manpower available to MSME as per their
requirements.
Suggesting remedial
measures for these bottlenecks IIA President
said that the recommendations of PM Task force
on Skill Development and Labour issues be
implemented immediately, Certification system
similar to credit ratings of Industries should
be implemented for the training Institutions,
apprenticeship model followed in Germany and
adopted successfully in France, Switzerland,
Austria, Denmark, Netherland and lately in
China also may be studied and implemented in
India, Training institutions should get jobs
from Industry and get these processed in
respective institutions by the trainees under
the guidance of expert trainers,Industry
representatives in adequate numbers should be
involved in Governing Councils/Management
Committees of the institutions,Industry/Industry
Associations may be encouraged to adopt Govt.
Training Institutions wherein they contribute
to build the capacity of the institution and
are involved in the management of the
institution, MNREGA scheme should be extended
to Micro& Small Enterprises, besides, data of
unemployed trained manpower from all the
institutions should be made available on a
Single website/portal.
Sh Anil
Gupta said, “it is accepted and realised by
one and all that the present Labour Laws as
applicable to MSME are not in favour of both
the industry as well as the workers. Hon’ble
Prime Minister has expressed and raised some
serious concerns on the issue during 43rd
Session of Indian Labour Conference which need
to be addressed by the present Working
Group.”
Speaking
on the Social Security problem, he shared
that IIA has submitted a proposal to the
Planning Commission and Govt. of India which
suggests that a Social Security tax i.e
certain percentage of the sales turn over may
be levied on the Micro & Small enterprises who
may then be exempted from payment of EPF, ESI,
Gratuity , Bonus and submission of the
related reports and returns.
On Labour
Flexibility issue, IIA President suggested
that agencies may be legalised to supply
Contract Labour and workers may be trained in
Multi skills so that they are able to adjust
as per the demand of the industry. Govt. may
provide incentives for multi skill trainings
to the agencies/industry.
Mr Gupta
also recommended the implementation of
Quality circles which he said will ensure
meaningful participation of the workers in the
enterprise management. Govt however is
required to provide expert help to MSME to
institutionalise the Quality Circles.
Highlighting the contributions
of the MSME sector to the industrial economy
of the country, President IIA said that the
MSME Sector mainly provides livelihood to the
weaker section of the society with women and
members of minority communities and
marginalised sections of the society
constituting more than half of those employed
in this sector. Large numbers of Khadi
Industries, Village & Coir industries,
Handlooms and Handicraft industries,
Sericulture, Wool industry, Power loom
industry, Food processing industry and Rural
industry segments help to check migration of
labour from rural to urban areas by gainfully
employing people in villages while “in terms
of vote bank MSME sector accounts for about
28% of the total population of the country
i.e. (2.6 Crore MSME+6 Core Employees) x 4
Minimum average size of the family members
=34.4 crore people.” |

केंद्रीय पेट्रोलियम मंत्री का पुतला

शाहजहांपुर, 18 दिसम्बर। (उप्रससे)। पेट्रोल के दाम बढ़ाए जाने
के विरोध में व्यापारी सुरक्षा फोरम संगठन से जुड़े
व्यापारियों ने केरूगंज चौराहे पर केंद्र सरकार के विरूद्ध
नारेबाजी करते हुए केंद्रीय पेट्रोलियम मंत्री का पुतला
फूंका।
फोरम
के कार्यकारी जिलाध्यक्ष विवेक गुप्ता और जिला महामंत्री
जगदीश प्रसाद गुप्ता के संयुक्त नेतृत्व में प्रदर्शन को
सभी व्यापारी केरूगंज में कार्यकारी जिलाध्यक्ष के
प्रतिष्ठान पर इकट्ठा हुए और वहीं पर पेट्रोलियम मंत्री का
पुतला तैयार किया। वहां से पुतले को लेकर जुलूस के रूप में
नारेबाजी करते हुए मेन चौराहे पर पहुंचे। केंद्र सरकार को
महंगाई को बढ़ावा देने के लिए जिम्मेदार ठहराते हुए नारेबाजी
करते हुए व्यापारियों ने पुतले को आग लगाकर अपना आक्रोश
व्यक्त किया।
इस मौके
पर कार्यकारी जिलाध्यक्ष श्री गुप्ता ने कहा कि पेट्रोल न
केवल वाहनों, बल्कि कई उद्योगों में भी इस्तेमाल होता है।
इसके दामों के बढ़ने से परिवहन महंगा हो गया है और इसका सीधा
असर खान-पान सहित सभी उपभोक्ता वस्तुओं पर पड़ना तय है। ऐसे
में सरकार ने पेट्रोल की मूल्य वृद्धि पर पुनर्विचार करके
उसे वापस नहीं लिया तो महंगाई बढ़नी तय है और आने वाले
चुनाव में सरकार को इसका जवाब देना होगा। पुतला दहन और
प्रदर्शन में जितेंद्र शुक्ला, बालकृष्ण रस्तोगी, अजय मोहन
शुक्ला, ओमबाबू सर्राफ, सुरेश गुप्ता, कपिल सिंह, विश्व
गोयल, मुकेश रस्तोगी, मुन्ना वाजपेयी, धीरज गुप्ता, राकेश
गुप्ता, आनंद गुप्ता, राजकमल गुप्ता, सोनू गुप्ता, संजीव
गुप्ता, सुरेश प्रकाश, मदन पाल, कुलदीप गुप्ता, रामप्रकाश,
